They are in my opinion painfully slow, yet running at normal speed.

I've seen 24V blower motors and 24V lights being supplied 12V. Although probably not your issue, I'll throw it out there. BTW, mine have a continuously variable speed option that has never failed me. And I don't even need power to make them work ;-)
Here's another thought. I have seen under gauged wiring used a few times in plastic coaches. Under gauge wiring will give you slow motor operation.
Maybe, just maybe, you're in too big of a hurry.
