I ran into something similar recently. It turns out you cannot make any changes to settings while there is active trip or leg data in the unit.

Try erasing the trip and leg data, and see if the setup screen is then visible.

In my case, I wasn't getting prompted for a password, it simply wouldn't go into the setup screens.
