It is sometimes amazing the creativity some have when faced with problems on the road.
Look at the tag wheel. I assume they had a front tire fail and they simply changed it with a tag. They then lifted and possibly chained the tag axle up. I hope they weren't going far or aren't running heavy. Many coaches are too heavy to put all of rear end weight on the drive axle. For what it's worth, the weight being transferred to the drive axle includes a portion of the front axle weight in addition to all of the tag axle weight.
