There's a pretty cool product around called Mar-Hyde. It is sold by Bondo. What you do is scrape off any loose rust and put this incredibly toxic chemical on the rusty surface. It somehow converts the rust into nothing and leaves behind a primed surface. It's product 3510 or 3512, depending on the size you need.

This is an outside operation or a very well ventilated area:

i discovered a product called "rust bullet" about a yer and a half ago that is absolutely fantastic. i had bought used sheet metal to replace the tank/fenders on a new '03 harley (i thought i liked the centennial paint until i saw a bizillion of 'em on the road - gotta have somethin' different, y'know), only to find the inside of the newly painted tank had rust in spots i hadn't been able to see. i painted a few rusty parts, washers, a rusty wrench, etc, and the stuff is impenetrable after it sets. its used inside tank ships in the tanks where one typically finds rust that resembles bark more than rust.

check out their website, rustbullet.com for details. it ain't cheap, but it holds up even inside a gas tank.
