Capital CHARACTERS in the TITLE block

Over the past few years I have lost the ability to type a Post Title in all Capital characters. (it used to be allowed)

Does anyone like maybe Skiffer know why??

You can type a title with all characters capital except for one and it will be as typed. If you type 100% capital characters the title is posted with only the first letter of each word in CAPITALS.

Is this some sort of CAPITAL PUNISHMENT?

I am looking for a serious answer to what might appear to be a frivolous question.
