I have never seen this before. I was checking the loads on my batteries with one of those load testers and had a battery that seem to turn off my tester. The battery would read 13.2 surface charge but when I hit the load button the display would go blank. I called Lifeline and they told me that the battery's interconnecter were less then paper thin and therefore could not carry a load, hence turn off, then go back to 13.2. The tech said that since it could not carry a load you could not reduce the surface charge, therefore 13.2 shows up again. I removed this battery from the battery bank and with any luck I will get another year out these remaining batteries. The Lifeline tech say they have reports of batteries lasting up to 12 years. If I had just read the voltage with a voltmeter I would have never realized I had a bad battery.
